So my brother purchased an item back in November and still hasn't received it, he contacted the seller who just said he posted and the estimated delivery date changes everyday, it now says the 15th of Jan, tomorrow it'll be the 16th. Tried to contact ebay but because the delivery date keeps chaging it says too soon to make a complaint. Anyone know what to do?

Get in touch with the seller first and ask for a refund. Also raise a case with PayPal. What did he order and when did he originally expect it?

He already contacted the seller, he just replied saying he posted it and hasn't responded to any contact since the middle of December. He ordered some manual and I'm not sure when was the original date it was expected to arrive, can't seem to find that, all I can see is the estimated delivery date now which is the 15th of Jan but this just changes everyday.

PayPal ask you to contact the seller, you've done that so the next step is to open a case with them. Where is the manual coming from?

It's from the UK. My only worry is that I thought after 45 days from the purchase that PayPal won't do anything.

    Disputes
If you wish to open a Dispute through PayPal’s Online Resolution Centre you must do so within 45 days
(or, if you are claiming as a registered UK resident user of PayPal, 180 days) of making your payment

Above is from paypal website .

You are probably too late for paypal protection , but if money came from you bank account you could contact the bank and tell them you want money back
