Builder won't finish job and won't give receipt

    Hi,

    Hope this is the correct forum, the following situation happened recently with my parents, and has left them very upset, and I'm doing my best to trying to get some money back for them. The following is the summary, can provide more detail if needed, your advice would be really appreciated:

    There was 2 leaks in my parents conservatory and a part of their flat roof needed repair. A builder cam and quoted €900 to fix all the issues. He pointed out that the ridge tiles on the main roof needed to be re-pointed. Parents agreed to this and the price reasonable.

    The builder arrived out the following day with 4 workmen, and shortly it the work he said there was a serious issue with the felt and lats on the roof and the tiles would need to be remove, replace the felt and lats and put back the tiles. He needed a quick decision and could start straight away. His quote was €6,500 extra and need €5,000 in cash to start. (Yes I know this sounded very dodge) but my elderly parents agreed and got the cash from the bank and handed it over. No receipt was issued.

    Moving swiftly along work was completed and lo and behold next wet weather to come and the roof was still leaking. My parents contacted the builder and he agreed to come out to repair and bring a receipt with him. Never showed and now not answering calls.

    He also mentioned the gable ends needed work and would cost €3,000, but when my parents told him they didn't have the money he dropped to €2,000 and thankfully they declined the offer.

    On the website he claimed to be a member of the “National Guild of Master Craftsmen" but on phoning this organisation they never heard tell of him, and didn't seem to bothered and were not going to help in any way or request the builder to remove this reference which I'm appalled at.

    There is no record of the company name on the Company Register Office so I'm assuming he is not legit and not paying tax etc...

    My parents are very upset after losing the bulk of their lifesaving's, so any advice on how I might get money bact etc... would be appreciated.
