    If I'm ordering in personalized memorabilia gifts in from china. Do I need permission to sell these items from the persons family?

    His image may be licensed if he's someone really well known and his family/trustees may hold the rights to that image.

    No way of knowing AFAIK without knowing who it is and even then you'd have to contact the family or their legal representatives IMO

    Not a consumer issue.
    OP, you seem to be an importer or at least a budding one rather than a consumer. I therefore suggest you seek professional advice.
