Advice on porch roof insulation

Can someone give me some advice on on getting the roof of a porch insulated?

I have a porch at the front of my house. It is approximately 1.5m x 4.5m. It has a pitched roof, that is about 1m high at its peak. Inside the roof is a void. The porch walls have already been dry-lined, but there is no insulation in the roof, and as a result it is freezing.

A neighbour got the roof pumped with foam insulation, but two guys that i've had out to give me quotes have both said to lay down rolls of insulation instead, as the foam might dislodge the rooftiles. But they have proposed different methods for laying the insulation:

The first guy said to go through the top of the roof, as in he'd remove a few roof tiles, cut the felt, lay insulation inside the roof, and then put everything back.

The second guy recommended that i go at it through the bottom, i.e. take down the ceiling inside the porch, put the insulation in, and then put the ceiling back and re-plaster it. This method was twice the price.

What is the best way to do this?
If you get access through the top, is there a danger that leaks could occur later?
Is laying rolls of insulation better than foam?
