Hi all, One of my friend had come to Ireland in june 2013 on green card. He wants to know when can he apply for stamp 4 ?? Is it 21 months or only after completing 2 years of green card ??? Also what are other benefits of stamp 4 apart from easy job switch ?? Like social welfare, jobless claims etc....
