Pretty much all of them have this ability now via Settings or an app, I suggest the Moto G since it's sub €150 and a great phone as well on it's own.

Thanks. Tbh I don't care about any other features, it will make phone calls and provide a WiFi hotspot, nothing else.

Vodafone Smart on Adverts or Donedeal. Around €10-€15 to buy and easy to unlock.

Do you need a 4G modem, or do you want the phone to re-broadcast its 3G connection? In which case, would you not want to specify what modem you want inside?

For example, just look at how the 3G speeds change between Samsung phones alone. A cheaper phone might have a poor modem in which case, you have to ask yourself is it really a cheap phone for what you're getting.

    S5
    Speed - HSPA 42.2/5.76 Mbps, LTE Cat4 150/50 Mbps

    S3
    Speed - HSPA 21.1/5.76 Mbps

    S3 Mini
    Speed - HSPA 14.4/5.76 Mbps

I'm not sure, I want to put a SIM card in it so it can pick up 3G/4G and then be able to tap into that from a laptop?

If you want 4G speeds then get a 4G phone. Check your area first to make sure you will be able to pick up 4G where you are living.
