That's not how things work in blogger-world.

You create a Google account (more about the difference between them and Blogger accounts here: http://blogger-hints-and-tips.blogspot.co.uk/2010/10/understanding-google-accounts.html)

You use that account to create a blog, using the software at www.blogger.com

Blogger publishes all blogs to blogspot addresses. But to give Google an easier way to honour certain country-specific access requests, blogs have their address changed when they are viewed, based on the location of the reader.

So your blog has a default address like www.myName.blogspot.com But

If a reader is in Ireland, they see it as www.myName.blogspot.ie
If a reader is in the USA, they see it as www.myName.blogspot.com
If a reader is in the UK, they see it as www.myName.blogspot.co.uk
    etc.

Now, if you want to purchase a custom domain (eg www.myName.ie), you can use this for your blog and everyone in the whole world will see your blog at that address. You will need to set up some things for this (two CNAME and four AName records) - pretty much all domain name registrars (ie people you buy domains from) give you tools to do this. Note that you only need to purchase the domain-name registration and DNS-hosting - google keeps providing you with website hosting even when you use a custom domain.

PS I'd love to know what you google'd for to look for the solution to this, ie what search-terms you used.

Thank you for that. That clear things up. Much appreciated.

I simply searched "How to create a blogspot.ie account".

You obviously know your stuff, so can I ask two more quick questions please?

    http://googleblog.blogspot.ie/

Thats the official blog account from google

    1. How did they create the banner across the top (Google Official blog & the images)?

    2. The right hand side there is some really cool links such as seach bar, links to facebook, google+ etc... How did they create this?

In www.blogger.com, go to the Layout tab.

Choose Edit on the Header, and you can upload an image to use as a header.

Choose Add a Gadget to ... add cool things like Search widgets etc. (You will be shown a list. I strongly suggest only chooseing ones from blogger.com, not 3rd party ones.)
