    You need to be logged in to the developer centre for any of these downloads.

    Or just get it via the AppStore (free download).

    I'm logged in and it's not working.
    Getting it through the AppStore will give me the newest version which I don't want.

    I just logged in through chrome and sure enough I was able to download it.
