My second provisional licence expired, I never got around to doing the lessons. I'm going to apply for the third one now and get the lessons. Do I have to book a driving test now to get it ? does the 6 months rule still apply since I've already had two licences ?

Yes, you need to at least book a driving test before you can apply for your third provisional license/learner permit. You don't need to do the actual test, but you have to at least apply for it. When you apply for it, you'll be given a booking confirmation number. You need to quote that number when you apply for the permit.

The six month rule does not apply to you. That only applies to first time permit holders. However, if your last learner permit has been expired for five years or more, you will be treated as if you never had a learner permit at all. The "new" permit that you are applying for, will be deemed to be your first one. All of the conditions of having your first learner permit will then apply to you - including the six month rule. If your learner permit expired less than 5 years ago, you are ok.

Isn't it called a learners permit now?

According to the RSA, you can apply for another learner permit, once the period of disqualification has expired.
If you are disqualified from driving, or if your driving licence is suspended or withdrawn in the EU, or by a recognised state, you may not apply for a driving licence until the period of the disqualification/withdrawal of the driving licence has expired.

I have no idea if the disqualification period starts from when you physically surrender your license, or it if it starts from the day when the judge says you are disqualified & it ends 2 years to the day after that. If it is the latter, you are good to go. If it is the former, you could be in a bit of bother, as you never coughed up your license when you should have. If no one here knows, give the RSA a ring & they should be able to tell you.

If your original provisional has been expired for 5 years or more, you have to restart the whole process, re do the theory test etc etc.
