I really hope this ends well and the company is saved.
This company has been around for a long time in Shannon under different names, (SRS, Shannon MRO, Air Atlanta, Transaero), it has a lot of very experienced Engineers and Mechanics there. I don't see how restructuring might save it as in recent years the staff terms and conditions have been cut to the bone already. Poor management I'm afraid.

Has this got more to do with the Russian Economy and the fall of the Rouble than local conditions?

The parent company is in trouble and recently had to be bailed out by the Russian government.

Yes I believe the situation in Russia affecting the parent company is a big factor but Transaero Ireland always struggled to make ends meet and I feel its the (big) straw that broke the camels back rather than being the only reason.

The parent company is in trouble and recently had to be bailed out by the Russian government.

TEI is a subsidiary of Transaero and billed Transaero for work carried out to their aircraft. It is financially independent of the parent company. It also continued to carry out third party work after being bought by Transaero.
I suspect Transaero weren't great at paying their bills to TEI.
