I was painting a small part of wall that goes round a door like a border white and

i was using a brush when i noticed the brush was a bit hard

so i washed it in water i dried it off but im thinking maybe there was a bit of water on it because when i painted it it took ages to dry but now when there is a bit of condensation and i touch it the white comes off

    any help ? please

Water in the brush should not have much effect in drying time.

Without seeing it i am only going to take a guess that it may have been previously painted with an oil based paint. This would have slowed down the drying and also the emulsion paint will not adhere to the surface properly.

had painted Damp Seal white paint on before would this have caused it ?

This shouldn't have any effect. It may slow drying slightly but not drastically. Did you read instructions on the damp seal?

Water in the brush should have no effect on it either. Was the emulsion paint you used old?

The fact that you are using damp seal makes me think that there is excess dampness there and that the paint never fully dried, thus why it's coming off.
