    how does one go about getting this sort of apprenticeship ?

    One goes about it in the same manner as any other apprenticeship. One finds an employer looking to take on an apprentice

    i have a guy , but do the social welfare have anything to do with it or Solas ?

    Social welfare do not have anything to do with solas. Solas are a training authority who oversee your apprenticeship. Obviously if you are drawing the dole and begin working you will not be drawing the dole anymore and will have no further dealings with the SW

    The guy you are working for would have to be approved by solas. Then he must register you as an apprentice, to begin your 4 years work/training. If he is not approved by solas then you cannot do an apprenticeship
