Does this kids film character remind you of an actor??

I saw this film the other day, and this little guy was in it

He reminds me of an actor, possible from a tv police show or something, on the tip of my tongue but can't quite get it. Any ideas???

It's Thimbletack from The Spiderwick Chronicles voiced by Martin Short so presumably the character has some of Martin Shorts features.
