    Glue sniffing is still fairly popular in Australia, particularly amongst the indigent indigenous people. Lots of city parks are full of Aboriginal lads huffing away the day. Mainly due to the fact proper hard drugs, like heroin and crack, are hard to get in Australia and, compared to most western countries, are expensive. We'd have the same glue problem here but for the fact heroin is cheap.
