sure thats barely a spitting distance from holyhead ferryport so ferry from dublin would be the cheapest and handiest
theres a combi ticket callled sail rail or you can go as a footpassenger and buy the rail ticket separately

advance purchase sail rail costs only 39euro

Or there is a bus from Holyhead, but I think the sail/rail deal would be cheaper.

Fly to Liverpool on one of Ryanair's cheap deal flight for 9.99 eurso each way, or 19.98 return.

Take a train to Holyhead. You can buy an open ended return ticket for 39 pounds from http://www.mytrainticket.co.uk/arriva-trains-wales as long as you travel at off peak times.

Local bus to Bangor. No idea how much that would cost, sorry.

The sail/rail route is probably more direct, but at least with flights, you don't have to worry about them being canceled at this time of year, due to rough seas.

To be honest, on Dublin to Holyhead it's nearly only ever the fast ferry which gets cancelled and the regular ones can run in gales, abeit somewhat bouncy on the crossing and only severe storms causing cancellations.
The ferries from rosslare to wales seem to be far more proned to cancellation.

Three hours on a "bouncy" ferry in the middle of January, or three hours at Dublin airport, knocking back pints at the bar for 2 of them...I know which one I'd pick. :D
