If anything the plate should wil going up in price. Apps are the future with no hidden charges etc. just a pay commission as you use policy. You aren't restricted to a certain area with the apps, you will get a fare anywhere.

Ownership can no longer be transferred so the plate cannot be sold.

Why would a plate be going up in price? The market is flooded with taxis , in Dublin alone we have more taxis than New York.
As for your "you aren't restricted to certain areas with apps".. A taxi can pnly ply for hire in the area that the car is licenced to work . i.e. a Dublin taxi licence cannot work another county.

You could have picked any rank in the city except this one :P

The rank is long but it's not long enough. A few trains arrive in around 8:40, I was told it was 3 trains.

If you go past that rank at 8:50 most mornings on a working day you'll see customers queueing and waiting and the rank empty

Back to the rank, the buses get pinched if the rank goes too far back so the traffic corps send down a bike to shift drivers on.

It's just funny looking at a queue at a taxi rank, it's like the 90's all over again! Of course if you come back to the rank by 9:00 most of these are picked up and on their way :) There's just a set period when Heuston station cannot cope

Do Uber charge the 2 euro pickup fee?

Lots of companies have percentage discounts but unless it's a medium to longish fare the customer is better off paying the meter rate but not paying the 2 euro

This limitation only applies to on public street hiring within the area where the driver is licenced to work. Taxi plates are national and not tied to any area since 2006. Apps such as Hailo are private hire bookings so in effect any licenced taxi and driver can go to and pick up the fare, regardless of the area the driver was passed out in.

The Uber model used elsewhere didn't work in
Ireland and they now charge taxi metered rates less 10%. It didn't work because it was based on a supply and demand principle.. Ie cheap fares when demand was low but price gouging at peak times. Be thankful that faes are regulated in Ireland by law or you could have to pay multiples of the metered fare at peak times.
