So I was just searching the web for used Ps4s and I came across one which was only a 100 euro. The description kind of seemed that whoever wrote it does not have a full understanding of the PS4. Anyway it said the console was blocked from online play. Can a ps4 be blocked from online play if an account gets some sort of an interaction on online play. Maybe the owner put a lock on online play for their child which I assume can be unlocked.

Yes Sony can ban a console from being online. They can ID a console while it's online from it's serial number that the console always broadcasts and Sony can see it on their end of things. Sony ban consoles of users who have been found hacking into other people accounts and buy content using other peoples credit cards.
