Customs tax (VAT/duties) payable by visitors?

    If a non-resident arrives in Ireland for a couple of weeks, having bought items (that will leave with them) abroad, are they liable to pay VAT/duties?

    E.g. Swiss resident (Irish citizen) goes to US, buys laptop for $1,500 - journeys back to Switzerland via two weeks holiday in Ireland: can Irish customs hit them for VAT/duties?

    Revenue's leaflets just say that goods purchased and brought here are liable but it doesn't seem reasonable if the goods aren't staying in the country. The US customs form asks for the value of goods being left behind in the US which seems reasonable.
