trying to get iphone4s ready for sale:
    has: ios6

want to: put on ios7.1.2 with a restore to trigger unlocking too

    did: downloaded 7.1.2. ipsw

got: common 1394 errror but i don't have an gs.apple ip addresses in host file

learned that apple no longer 'signs' 7.1.2. Does this mean I cannot upgrade ever (except to ios8 which is not advised-bad performance on 4s ) ?

observed that then when i try to restore all settings i don't know the passcode to complete that either

    now what ?

Yep, you're right. You can't install iOS 7 anymore, so it's either iOS 8 or nothing.

How come you don't know the passcode?
