On average, what are the timeframes for promotion in the civil service - say from AO to AP and AP to PO?

Also, what does the AO and EO at the higher grades mean - as in the HAO and HEO grades?

Don't know about Civil Service but in local authorities there has been ZERO promotions for 9 years now...zero!!!
Therefore I'm interested in what CS staff will answer to this...

The embargo is finished however the competition for promotion is strong and its no longer based on seniority.

A lot depends on what department you're in and how flexible you are. I started in Defence but switched to Social Welfare for a promotion and got another promotion within the department again 2 years later. I'm at EO level now (I've moved to Donegal and on to Kerry to get this far), however the next step will be the toughest as the department is currently flooded with HEOs who were absorbed with the merging of DSP, FAS and CWS. So if you join as an EO, you might be static for a while. AP and PO are thinner on the ground so naturally there's fewer positions to be filled so it takes longer. These grades are generally vacated on retirement.
