Friend of mine is trying to get an Irish passport.

    Hello everyone. A friend of mine got his natrulisation certificate. Now he wishes to apply for his Irish passport however he doesn't have a birth certificate or passport from his country though he does have a birth afadavit and a letter from his countries government that says why they can't give him his passport or birth certificate would this help?

    What document did he use to get his naturalisation certificate? That same document can be used for his passport.
    An affidavit can be accepted, but only with a declaration from his embassy to explain the lack of birth certificate.
    Please note he will need more documents:

    You need to include these documents when you’re making your passport application.

    Photos
    Four passport photographs, two of which must be witnessed.

    Naturalisation certificate
    Your original naturalisation certificate.

    Passport
    Your passport from your country of origin.

    Birth and marriage certificates
    Your original long-form birth certificate and your original civil marriage certificate (if you’ve changed your surname).

    If these documents are not in English, you must also submit a certified English version of the originals, translated by a registered translator.

    We may also ask you to have your original birth and marriage certificates authenticated by an Embassy or Consulate of the country who issued them.

    Photo ID
    A certified copy of your photo identification, such as your driver’s licence, or the original copy of your passport from another country or your college identification card.

    You can get it certified by the person who witnesses your application form.

    Proof of name
    An original document showing proof of your name, such as a pay slip, college registration correspondence or social welfare receipts.

    Proof of address
    An original document showing proof of your address, such as a utility bill, bank statement or official correspondence from a public or private sector organisation.

    Remember…
    Your proof of name and proof of address can’t be covered by the same document.

    Read all sections of your passport application form to make sure you’ve filled it out correctly, including photo requirements and how to get it witnessed properly.

    For his natrulisation he used a birth affidavit and a letter from his countries government saying why they won't give him any passport or birth certificate.

    Then let him post in the birth affidavit and letter from his government.
    I would suggest also getting a letter from the embassy of his country in either Ireland or the UK in relation to the missing birth certificate.
