When can we say that a development is completed

    I live in a block of apartments (for the last 6 years) and we have our own management company and agent set up. However the conveyance has not been done yet. The blocks are all completed and there are only a few apartments left to be sold but the developer is dragging its feet on this.

    Now the developer is considering extending the development to build additional houses on adjacent land and redesign the common area to allow individual access to these houses.

    If the conveyance is done can the developer still build new access roads less than 4 meters from our living room window?

    Can this be allowed by a planner?
