Patio door - not closing properly, how to fix?

I don't think this belongs in DIY, but it's the closest, so Mods please feel free to move

We brought a new build and collected the keys last week. The rear door had been secured with a metal cable tie and a piece of wood wedged under the handle by the builder to deter break ins prior to purchase.

We got the keys, and walked in that night to feel a strong draft coming from the door. We removed the metal cable tie from the handles, and discovered the door cannot close properly - it just won't lock into position. It feels like something vertical where the two doors join just won't catch. We have called the builder (as there are a few more problems like a leaky boiler), and he's not returning our calls.

What could be wrong with the door, and suggestions on repairs/repairers?

It may be just strained from being over restrained or just out of adjustment.
If you look at the Hinges theres little caps that prize off to reveal an adjuster. With the correct allen Key you can adjust each Door up and down and in and out.
If the Doors are White mark with a Pencil the present position before making any adjustment. If Brown stick a piece of paper on the Door and mark it.Then adjust with the allen key to see which way the Door is moving. Continue with multiple adjustments until you get the desired result. The adjustment at the back of the Hinges is in and out and the bottom is up and down.
