new hot water cylinder not heating water

Just had a hot water cylinder replaced yesterday in an apartment up in balbriggan due to limescale build up , thing is the tenant has already been in touch to say it's been turned on for hours and the water is lukewarm at best, she said the pipes to the Taps were boiling hot but the water coming out is lukewarm? Plumber said when he left yesterday everything was working fine, he had it on for a few minutes and the water was already warming up.... My understanding is the water should be piping hot if left on for hours as she described? Any ideas what could be causing this?

A hot water cylinder replaced or just the heating element?

It looks like your plumber hasn't even cured your problem. Are you having the same problem that you had before you called him?

Is it a hard Water area. ? Your problem may have been with your pipework and not the cylinder. I've seen 3 inch copper fur over completely from limescale.
