Non-EU Immigrant....Made Some Money....Do I have to Pay Taxes?

Hypothetically speaking

If a non-EU immigrant makes money from some source outside of Ireland - like a residual income from a business started in another country or even just interest/dividends from investments made prior to entering Ireland; are they meant to pay Irish taxes on it?

What do they do with the money? If they bring it into the country then they do afaik.

The money is deposited into a bank account outside of Ireland. But, these days, everything is so international that they could go shopping on Amazon.co.uk and pay with money from that non-Irish bank account.

But if the purchase is coming into ireland it is considered that you are remitting any income used to purchase it into the country

Thanks a lot for the link. It's a little past my regular reading level - but I'll review a few times and hopefully it will make more sense.
