Small claims on a foreign business?

    I understand the small claims process can be very useful in getting some redress from businesses in Ireland that do not deliver as promised, but can it be useful against businesses elsewhere in the EU?

    For example; if a person in Ireland bought something over the Internet from a business based in the UK and the business failed to deliver, could the purchaser use the small claims process to get some redress?
    For the sake of argument let's put the value of the transaction at about €1,000. The product delivered was obviously and irreparably broken on arrival. After a month of trying to get the supplier to refund or replace the item, the customer has lost patience and is looking for other options.
