    The final details of the National Reserve and Young Farmers Scheme have been agreed this week.
    An off-farm income limit of €40,000 and a cap of 90 entitlements have been introduced for farmers who apply to the national reserve in 2015.

    They were among the final details of the national reserve and Young Farmers’ Scheme agreed yesterday (Wednesday) at a meeting between the Department of Agriculture and farm organisations.

    The national reserve scheme, to be opened for applications on 5 January, will give successful new entrants basic entitlements worth €174/ha, the national average. These will be topped up to around €250/ha by greening. Successful farmers with existing entitlements will get a top-up to the national average.

    All new entrants must have agricultural qualifications. In the off-farm income limit of €40,000, there is a clause allowing farmers to choose 2013 or 2014, whichever is lower, and does not include spouse’s income. They have also set a limit on the number of basic payment entitlements that any person can get of 90, giving scope for a maximum of €22,500 from the national reserve.

    On the Young Farmers’ Scheme, it was confirmed that successful young farmers under 40 years of age who starting farming for the first time will get a top-up of 25% of the national average or around €62/entitlement, including greening for five years.

    The limit for this had been previously agreed at 50 hectares. It emerged that the Department will allow young farmers who agree to sign up on approved agriculture courses by September 2016 to qualify for the scheme in 2015. The move will take pressure off limited places in courses next year.

    The Department also said that they are making a case for the “old young” farmers to Brussels. These farmers are under 40, but took over the farm since 2008 when previous incentives were wound down.

    IFA Rural Development Chairman Flor McCarthy said that it was important that the allocation of the Young Farmers’ Scheme top-up and national reserve is fair and protects the integrity of the direct payment system.

    Macra president Kieran O’Dowd welcomed the national reserve package. He said the 90ha limit had been proposed by Macra as an appropriate compromise on the key issue of an area limit, and welcomed its inclusion.

    He added that the €40,000 off-farm income limit was a €10,000 (33%) increase on the previous scheme, and that there was no longer an on-farm income limit.

    I think the old rules had a limit on the combined income (on and off farm)

    Age : The applicant must be at least 18 years of age on 1 January 2008. A copy of the applicant’s birth certificate must accompany the application form.

    Farm income : The applicant must furnish evidence of his/her farm income as returned to the relevant Tax Authority for income tax purposes for either year ended 31 December 2006 or year ended 31 December 2007

    Off-farm income : The total off-farm income of the applicant must not exceed €30,000. The applicant must furnish a copy of his/her P60 or other evidence of off-farm income as returned to the relevant Tax Authority for income tax purposes for either year ending 31 December 2006 or year ended 31 December 2007.

    Total income : The total income of the applicant (including any off-farm income) must not exceed
    €40,000 for the year chosen for declaration of farm income.

    Great to see the 'old young farmers' being mentioned I had almost given up on anything being done for us, hopefully we will be included in the young farmer incentives

    Is that off farm income gross or net? Probably grasping at straws here....

    Gross I would imagine. Rules me out so. I have low value entitlements and from 2015 they are tradeable again I think so I will try to paddle my own canoe to buy ones worth around national average.
    Edited to say no trading in 2015 but commences again from 2016 on. Another can kicked down the road so and by 2016 we'll be millionaires Rodney.

    On previous DAFM schemes it was based on your P60 for the year.

    I was just wondering is there a minimum stock number for farmers who get entitlements from the national reserve? I can only find information on the one for area aid.

    I'm an old young farmer started in 2009, have herd number and green cert and income under 40,000. If I just apply to all 3 schemes and see what happens, is that the best option or wait for news on Brussels hopefully doing something for " old young farmers"

    The rules for the younger farmer scheme and young farmer - national reserve are already set out. The scheme is open, therefore there will be no changes to either of these schemes.

    A new category might open up for the old young farmer, but it will not be one of the categories already open.

    You may be entitled to National Reserve so you could apply to this scheme only. You will only receive some additional monies if the current value of your entitlements is under €250.
