Problem with Attic Insulation

Hi All,
I got my attic insulated just over a year ago and now I have a problem.

I have a room in the attic running the length of the house bar a space at the end of the room where the tank is ( between the room and the dividing wall between the other semi).
I have storage space both front and back which are triangular in shape, wall of room, floor and roof sloping down.

The guy who did the insulation told me the best way to do it was to put insulation on the wall of the room and on the floor and do nothing on the slope of the roof.
On the wall he put fibreglass ( the stuff you roll out on attic floors - ) from floor to ceiling , and on the floors he put sheets on Quinn Therm. These are about 2 inches thick with foil either side. These were laid on the floor with a gap left for air to flow in from the eaves.

I went up yerterday to get something and the problem is there is bad weeping from the lining inside the tiles now. I took out stuff and their is also pools of water sitting on the quinn therm like as though it is ruinning down the lining and dropping on the floor. I had a plastic lid sitting up there, you know one from plastic storage boxes and when I took it out there was enough water on it to fill approx a quater of a cup.
Anyone know what the problem is? or indeed what needs to be done to fix it?
Is it that the area up there is so cold now that the warm air of the house is causing this?
I really dont know, had no problem prior to getting insulation.

Any ideas or advice really appreciated.

Its most likely there is no vapour barrier between the living space ant the roof lining. Vapour will pass through fibreglass, and condense directly on the lining.
I will presume its black, tar like, felting.

I think he did the insulating upside down.
