Alto ts sub 15 faint sound

Just bought 2 of these well reviewed subs. Have tried them through 2 different desks and beneath 2 different 15 inch and 12 inch tops. Is this a driver issue? or is there something that I have not done in my setting up.

I have followed the flow chart set up instructions.

did you buy them new? are they both performing exactly the same?
