I was thinking of maybe starting a small flock of 20-30 pedigree ncc ewes and was wondering if it was worth it? Im only 16 so its not a case of needing it as an income but a bit of money from it wouldnt be bad!

I'd just increase the flock you have tbh

Fair enough i might just introduce some cheviot blood to the flock then wonder if the weathers are hard to fatten?

talking to a few people over the years and they seem to maintain that cheviots as a rule can be hard to fatten but they have got size so there bound to weigh well

If your looking for an interest outside of just fattening lambs for sale, I'd say go for it. Keeping pedigrees is a good interest but as mentioned above buy the best you can and be prepared for inevitable loses. Losing a good pedigree ewe can be expensive compared to a commercial ewe.
Other thing to remember no matter how expensive a ewe was cull problems and dont keep replacements from them.
