New planning regs v's old, the real difference?

    Hi,
    Just wondering in realistic terms.

    I am planning on building a house to a very high standard. Aiming for a2 min ber, triple glazed, super insulated. Prepared to spend the money on detailed construction drawings for tender.

    Is the professional fees the only main cost?

    I have the option of building on old regs due to commencement pre march and preliminary groundwors in place. Have gotten quotes from engineers etc base on old regs.

    One engineer has said i should really build to new regs and resubmit commencement as the only difference is saving a few K on professional fees based on the spec i'm building.

    New regs engineer fees (ber + construct drawings + 20 visit oversight + fees) = 6k+
    Old regs various quotes (ber + basic 10 visit oversight + construct drawings) = <2.5k

    Is what he is saying correct or are there other hidden costs I will occur outside of pro fees if building to new regs?

    Just to clarify...there are no new planning regulations, or, no new building regulations. All that has changed, under the Building Control (Amendment) Regulations is the process of complying with the building regulations.
