Remote control 'slow' to wake up?

I'm using a Harmony 300 programmed to simulate a Hama MCE Remote which is plugged into a USB hub which is plugged into a Windows laptop running XBMC

My problem is that when I try to use the remote for the first time on a daily basis, it fails to wake up or something - it just doesn't work. It works fine for controlling the other things I use it for (telly, freeview box) but I have to use the mouse for a while to control XBMC. After maybe 10 minutes, the remote is finally usable.

I'm assuming the issue lies somewhere between the IR receiver and the laptop. The receiver is showing a light when I use the remote, so maybe the problem is actually around the hub. Do hubs need to be spun up before they are usable? It's a powered hub, specifically this one, but it's just odd that the thing works after a certain period of time?
