Unlawful Behaviour & Direct Provision

There was a recent high court case which ruled that some behaviour by the ria and its subcontractors running Direct provision centres was "unlawful"
The IT has an article today about certain rules which were ruled unlawful still in place in DP centres.

If something is unlawful how are state bodies and state funded subcontractors still allowed carry on doing this?

The ruling might be suspended pending an appeal, or the centre might be applying a rule that doesn't strictly fall under its terms, or these bodies might simply be ignoring it, making them liable to an action by the asylum seekers affected.
