Undeclaring a scrapped vehicle

Can a vehicles licence cert be got back even though it has been declared as scrap or is it a one way system? It was a neighbour who panicked the time the tax system changed and he scrapped the jeep he was not using in a panic. I would buy it off him if there was a way in getting the paperwork back without too much hassle.…
