I don't know. The way I see is that Brucellosis being a disease of breeding animals it makes sense to check any you might check before the majority reach a calving age as that's the time of spread.... calving of late (-ish) abortion.

Problem with rules is they're easier enforced if they are black and white with no wiggle room..... you know farmers......
