    I'm looking for info on purchasing a rifle from another individual,
    can I buy the rifle an apply for a licence and he holds onto it until I get my licence
    or
    has the rifle to go into a RFD and be issued from there on licence being granted,

    I'm thinking he can't hold onto it if he has a licence for it and I'm applying for a licence for the same rifle ?

    They can hold onto it, no problem having two licences on one rifle. They just cancel their one when your's comes through.
