I need to to fill in this form but actually this form is nothing todo with registering the Marriage for tax, is there another form?

That form let's Revenue know you are opting for joint assessment for tax purposes and how you wish to divide your rate bands and credits. If you want seperate assessment or seperate treatment, a letter signed by both of you to your local tax office with date of marriage and what option you are choosing should suffice.

Do you know whether this form has to be sent into the tax office within the same year of marriage, or can be sent in at a later time?

as far as I know there's no requirement to send it in at all, so you can do it anytime or not at all.

Any ideas on how long it takes from when the form is sent in to when the tax credits are applied for joint assessment?

    Pardon the thread hijack.

I called the revenue to see about getting tax back for bik charged in 2015 for vhi. They told me that I was down as single even though we have been married since 2010. When I look at the IT2 form, it appears to highlight joint assessment of tax. What exactly is joint assessment if myself and my wife are on about the same amount of money? Is there any benefit to be assessed as single vs married?
