Unusual wagon stored in Cork in 2005

I came across an old photo I had from 2005 of 25676 stored in Cork yard, unusually it has a 10ft container on it and some sort of arm/jig on the other end, it was painted a non-standard blue/green colour.

I'm curious what this wagon was used for-presumably an internal wagon from the loco shed?

Was it the chemical wagon for the train washers in Cork? There was a similar one in Connolly usually stored behind the loco shed on the turntable spur, and you would see a BGM wander down the wash road about once a week with the single wagon.

I'm not sure what it was for, it's not like the Connolly washer wagon which would carry two chemical tanks for the wash, this wagon has an actual 10ft container on it at one end.
