Witholding Tax Query

Hi all I work for a semi state body and thus we deduct witholding tax on invoices which are regarded as a professional service Should witholding tax be deducted from agency invoices for temp staff? Is this regarded as a professional service? My opinion is no but another office branch disagrees Thanks in advance

yes I had a look at this but it is a bit vague
from what i take of this point it relates to a one off placement fee and not a weekly temp contract
Or maybe I am missing something??
