Civil Service Panels - Rules of Operation?

    Just wondering if anybody out there knows whether there are any specific rules or guidelines that determine how vacancies are filled from Civil Service panels? Perhaps some circular in An Cod Pearsanra or something?

    Where multiple panels exist at the same time, are there any rules that determine the order and sequencing of offers made to candidates on the various panels. In practice, it seems like department HR sections have a lot of discretion, hence me wondering if there is any formal framework?

    As one of the 30,000 who applied and got placed from last years panel ,I think it's unlikely there are any real job prospects from it .Why on earth do they ask people to go through exams and interviews and then leave them hanging ? Considering they are hoping to increases the current civil service pay ,it makes the prospect seem even more unlikely and I'm assuming that they will swallow the cost of this by delaying appointments :(

    Yes the sequencing is agreed between Civil Service and Unions

    For example, at AP it is 1:1:1 between Open:Interdepartmental:and Internal

    However, liabilities can also be built up on certain panels if they wer enot in palce at the time.

    there are new people in Departments every week

    around 80 APs were assigned in the last month
