Customs returning an item

Thinking of buying a dress online from the U.S. I know I'll have to pay customs and excise duties but if I choose to return the dress can I get a refund for the customs duties as well as the dress and how would I do it?

As far as I know, you would not be able to get a refund for customs already paid.
