long story short, a friend lightly rear ended someone, no damage was caused to other car, guy in other car was fine, was out and all talking and was taking alot of pictures of what happened, until he become 'sore', rang ambulance and fire brigade and is now claiming for injury, has my friend any chance in this, advice appreciated

Depends on medical reports and assessments tbh, has he reported it to his insurance?

Contact his insurance company. Inform them what happened. It may be the driver of the other car is genuinely injured. Genuine whiplash injuries can take days to surface.

He should tell the insurance company what happened and leave it at that.

He should contact his insurer and write down everything that happened.
The adrenaline from getting hit can mask a neck issue*

*I don't know how fast they were going or blah blah but it's up to the insurance company to handle it now. That why they are paid the big bucks.

Until the bumper comes off no one can know there was no damage to the other car, soft plastic bumpers can bounce back easy after a crash the metal bits it's attached to can't.

Injuries can develop at a later stage which is why you have several years for personal injury claims and a lot less for property.
