I have the use of a relations land at the minute for horses. The current relation has a dormant herd number for the land. I am looking to get a herd number for cattle to use for this land but it is not possible to transfer my relations into my name or to use their herd number due to family conflict. What is my options?

Probably easiest to get an equine herd number for the land in your own name. Only requires filling out the form and they will issue you with the number within a week or so.
BTE herd number takes longer, requires an inspection from local DVO and you have to have a crush and at least one shed to house a sick animal.

Out of curiosity, would the act of getting a herd number in your own name extinguish your relations dormant one?

Can two people have herd numbers based on the same plot of land?

That is why I suggested getting an equine number first. Equine number is not a BTE number. However an existing BTE number doubles up as an equine number. Think it doubles up as a sheep flock number as well.
Not sure about the dormant BTE number and how that would work if OP applies for a BTE number.
After my Uncle's death the Dept issued me with a new number when I started farming his land.
