Best library/framework for programmable vector graphics (similar to flash)

    Hi guys, looking to mock up some ideas for interactive app with lots of tweening of text boxes/ shapes/colors that has some basic interaction.

    I could use the the Tween library with say LibGDX, which would deploy to any device but it may be overkill. I've been out of development for a while so maybe there is a better fit for what I want to do?

    Basic interaction, lots of tweening (what actionscript/flash was good for).
