Just watchin this ,not seen it in years. In the back ground of one random scene appears what looks like a jumper.un related to the movie and no one tried to stop him

What am I looking at? Is this from F/X the TV series adapted from the film with Brians Dennehy and Brown?

That guy on a ledge looks like he's leaning on something like it's a balcony.

From the movie,went back this morning and looked again wine free.no balcony that I can see but he is pulling at the flag .which explains the weird stance.
