    can leaves blown off shrubs result in permenatly damaged buds and if so how can i assess whether they are damaged or not

    What kind of shrub is it? If it is one that usually loses its leaves in winter (deciduous) then there is no problem. An evergreen shrub would not lose all its leaves to wind, no matter how strong, so the situation would not arise.

    Presume it's Hibiscus Blue Chiffon. They lose their leaves for winter, so this is normal. Just be aware they are late to come in to leaf in spring.
