After the stress of changing my tube and tyre I refitted the wheel. When the wheel is fully in the drop outs is far too close to the frame on one side. I can get it Square with the frame when I move it out of one of the dropouts by about 5 mm.... It's this safe though?

    No, it's not safe.

    Can you post a pic?

Is the tyre seated properly on the rim?
    Front or rear wheel?
    Stardard bike or fixie/single speed?
Quick release skewers or axle nuts?

Check the springs on your quick release skewers. They are shaped like a cone and should point inwards towards the centre of the hub.
If fitted incorrectly they slip over the axle and cause the wheel to sit off centre.
