Whats the criteria to distinguish between a parcel and a packet?

I am going to send stuff to Hungary, about 1 kg containing toothpaste, bottle of peanut butter :o , toffees, etc.

What will be the cheapest way please?

Their website has the dimensions and weights to determine whether it's a parcel or packet.

Sounds like it's too big for packet.

Sounds like it's too big for packet. We send 900gm nationally and parcel is best option for us.
