can they charge for Garda Vetting

    I am signing up with an agency to get hospital experience, and they want €15 to process the Garda Vetting form.

    Of course they can, if you don't want to pay it, they won't employ you.

    I only asked because I have never had to pay for it before and its been a requirement for every job I have had.

    As it stands there is no charger for garda vetting only the postage stamp this employer is being opportunistic and has no basis for charging this

    The question was, "can they charge for it?", not, "what is the basis for the charge?" It's an administrative fee, if the applicant doesn't want to pay it, they don't have to. The hospital isn't charging it, the agency, which is a private business, is. The "basis for charging this" is good old fashioned, profit.

    Negotiate it. Tell them you are happy to pay it but they can take it out of your first pay check. Should incentivise them to get you paid work ASAP

    Because you can't. Only an organisation which is signed up with the guards can apply for vetting for someone.

    They may well be using a third party signatory who charges them. There is a cost associated with processing GV forms (time, training, postage etc) whether you like to think so or not. €15 would be the higher end of charges I've seen though.
