Planning needed? on 2 rooms within comercial unit?

    hows things,

    I am thinking of taking over a commercial unit.
    2 floors, upstairs office rooms and downstairs was a workshop but previous tenant built two rooms within the workshop.
    They are plasterboard walls not concrete and he didn't seek planning permission for them as he didn't think he had too.
    My question is, did he need too seek planning permission?

    Or is it ok as they are not concrete walls and nothing done on outside of building only inside.

    When he moves out the landlord wants the rooms taken out.
    If I move in I want to use the rooms(this is ok with landlord) so will planning permission be an issue or is it not needed?
    Also will prob need fire inspection?
